REASESSMENT
      You may have noticed that your property taxes seem higher than they should be, this is not an uncommon occurrence.  In fact today I discovered a property owner paying taxes on a four unit residential property assessed over $200,000 more than the value should be.  The Tax Assessor has allowed the assessed value to remain on this particular property because the owner has failed to exercise their rights of contesting the value.  As a result the owner owes taxes based on an assessed of $758,198.00 which means the property owner will owe $10,712.55 according to the publicly posted tax bill.  Like this particular property owner, many purchased their property at a time of inflated values.  Now that the actual value of the property according to similar sales is $430,000.00 which would make the property tax amount they really owe to be approximately $6,100.00 a difference of approximately $4,612.00.

ASSESSMENT APPEALS:
      When a property owner has all ready voiced their oppinion, an informal assessment appeal, concerning their property assessment with the tax Assessor and still feels their property is assessed higher than it should be, the proeprty owner may file a formal assessment appeal.
     
      Appeals on regular assessments must be filed between July 2 and November 30. Appeals on supplemental assessments must be filed within 60 days of the date of the Supplemental Assessment Notice. 
 
      An independent Assessment Appeals Board has been established to hear these differences in opinion on values. The Board is composed of private citizens appointed by the County Board of Supervisors. They consider all evidence presented by the property owner and the Assessor at a formal hearing. The Appeals Board then determines the value of the property in question. If the Board orders a decline in value, this reduction applies only to the tax bill for the year in which the application was filed. 
 
      All appeals must be filed with the Clerk of the Board of Supervisors at the County Administration Building, 1115 Truxtun Ave, Bakersfield, California 93301.

      You may check the Assessor's website or call, 661-868-3485, the Assessor after July 2nd , which is after the Assessment Roll is delivered by the Assessor to the Auditor-Controller. You can ask what your property is currently assessed for; if you disagree with the assessed amount you must begin the formal assessment appeal process before the cut off point.


      I am able to serve you through the informal and formal assessment appeal process. I would check your assessed value and tell you what I think it should be based on recent sales comparisons. When you formally authorize me to represent you, by signing an engagement letter, I would begin the process by completing a Broker Opinion Of Value (BPO), and personally delivering it to the Assessor's Office, which will substantiate the legitimate current value according to “Prop 8 Value” guidelines, and begin the formal assessment appeal process. I would need to be compensated for this work. There are no up front fees. At the completion of a successful reassessment my fee earned would be one thousand dollars or half of the of the amount saved the first year saving, whichever is greater of these two options.


      Time is of the essence in these matters so please take action.

 

IMPORTANT DATES

The valuation data of the new fiscal year is available on July 1st in the Assessor's office for review.  
         January 1: The lien date for the assessment of property on the assessment roll is 12:01 AM on January 1 of each year. It is the time when taxes for the following fiscal year (July 1 - June 30) become a lien on property.
  
          February 15
: Deadline for filing Veterans, Homeowners, Church, Religious, Welfare Exemptions, Historical Aircraft and other institutional exemptions.
  
          April 1
: Deadline to file Business Property Statements.
  
          April 10
: Last day to pay second installment of annual secured property taxes without penalty.
 
         July 1: Assessment Roll delivered by the Assessor to the Auditor-Controller.
 
         July 2 - November 30: Period during which the Clerk of the Board accepts petitions for Assessment Appeals Board hearings for the regular roll. Other filing periods apply for supplemental assessments and escape assessments.
 
          August 31
: Last day to pay unsecured taxes without penalty.

         November 30
: Last day to request a Proposition 8 review of the assessment on the current tax bill.

         December 10
: Last day to pay first installment of regular secured bill without penalty and deadline to file a late exemption for homeowners and veterans.
